Rinse cucumber, first cut into slices, then into tender strips. Cut peppers in half lengthwise, remove seeds and cut into tender strips. Mix with garlic squeezed through, orange, juice of one lemon and half of salt and sugar. Marinade over the cucumber strips form, pull. Mix minced meat with cayenne pepper, coriander, ginger, remaining sugar and salt. Add coconut milk and grated coconut, mix well.

Heat oil in a large frying pan. Form walnut-sized balls from the minced meat dough. Fry in hot oil until crispy on all sides. Arrange on the cucumber salad.
