Chop the salmon very finely together to make a tartare. Cut the remaining ingredients into small pieces, mix with salt, powdered sugar, fish sauce and chopped chili. Form loafs from the fish mixture and fry briefly in hot fat. For the sauce, boil down chili, sugar, and rice vinegar to a thick honey-like sauce. Add very finely sliced cucumber peel. Serve the salmon loaves with the sauce.
