Heat butter and olive oil in a large saucepan over low heat. Pour in onions and garlic, stir well and saute firmly with lid on over very low heat until very soft, 1 1/2 hours.

Remove the lid, add tortillas, mustard powder, and cumin to the saucepan and saute, stirring, for 10 min. Pour in the clear soup and let it bubble up. Mix the milk and whipping cream, fold in the mixture and season with salt and pepper. Simmer the garlic soup over medium heat for another half hour. Season again.

Blend the soup as desired in a hand blender or possibly in a food processor and bring to the table on the spot.
